Group to study how welfare system would work in ... - News - STV

The potential structure of a welfare system in an independent Scotland is to be considered by a group set up by the SNP administration.

Its members will look at benefit payments and make recommendations about how the regime can reflect "Scottish values", Deputy First Minister Nicola Sturgeon said.

"The announcement of the expert group is the first step on the journey towards creating a welfare system which will support the economy and society of an independent Scotland," she said.

"The group brings together a wide range of interests and, importantly, people who will provide a meaningful perspective on Scottish Government plans for our nation's welfare system following a successful independence vote.

"A fairer welfare system for Scotland can only be achieved with independence and control over all welfare policies so that we can devise policies for the benefit of the Scottish people, that reflect Scottish values."

Labour MP Margaret Curran, the shadow Scottish secretary, said the country is trapped between two governments with the wrong priorities.

"A UK Government that cuts tax credits for working families and a Scottish Government that's prepared to launch another talking shop instead of a real plan to get people back to work now," she said.

"It's also stark that at a time when cuts to child benefit and tax credits are hitting women particularly hard, this Scottish Government panel doesn't include a single woman.

"Today we see the SNP kick another difficult decision down the road. The Scottish Government should be able to tell us now what their plans for welfare are.

"Labour has set out how we would ensure a fair welfare system backed up with a compulsory jobs guarantee that would make sure people who have been out of work for two years have to take a job or face losing their benefits."

The UK Government will cut support for families and low earners in Scotland by about ?210m, on top of reductions already set out by the Department for Work and Pensions, said Ms Sturgeon, who leads the Scottish Government's push for independence.

The new group includes people involved in public sector delivery, social policy, accountancy and economics.

They are Darra Singh, a director with Ernst and Young; Martyn Evans, chief executive of the charitable organisation Carnegie Trust; Douglas Griffin, a former finance director at NHS Greater Glasgow and Clyde; and Professor Mike Brewer, a research fellow at the Institute for Fiscal Studies, University of Essex.

The group is expected to prepare a report for SNP ministers by May.

The referendum on independence is due to be held in autumn 2014.

(AP) ? The mayor of a city near Newtown, Conn., proposed Monday naming a school after Victoria Soto, a teacher who was killed in last month's elementary school massacre and hailed as a hero.

Soto, a 27-year-old resident of Stratford, was killed as she tried to shield her students from the gunman inside Sandy Hook Elementary School. The shooter killed 20 children and six women at the school on Dec. 14 before committing suicide.

"In the days since the tragedy in Sandy Hook, the stories of bravery and heroism by Stratford's own Victoria Soto have been both heart-wrenching and abundant," Stratford Mayor John Harkins said. "She gave her life protecting children, and we must make sure her sacrifice is never forgotten."

Some of the children from Soto's classroom escaped harm, and there have been reports that Soto hid some of her students from the approaching gunman.

Harkins said he had met with Soto's family and discussed how the town could honor her memory.

Construction is scheduled next summer on a new school in Stratford, and Harkins said he wants it named for Soto. The name must be approved by the town council, which is expected to take up the matter at a Jan. 14 meeting.

A petition also has been started to rename a street in Stratford after Soto, and members of her 2003 Stratford High School class have started a scholarship fund in her name.

(AP) ? Avis is buying Zipcar for $491.2 million, expanding its offerings from traditional car rentals to car sharing services.

Car sharing has become a popular alternative to traditional rentals in metropolitan areas and on college campuses, allowing members to quickly procure a vehicle for quick trips. Zipcar, which was founded in 2000, has more than 760,000 members. It went public in 2011.

"By combining with Zipcar, we will significantly increase our growth potential, both in the United States and internationally, and will position our company to better serve a greater variety of consumer and commercial transportation needs," said Avis Chairman and CEO Ronald Nelson.

Bringing the Avis fleet into play will also help Zipcar meet high demand on weekends, Avis said, when most people make a run to the grocery store or run other errands.

Avis Budget Group Inc. will pay $12.25 per share, which is a 49 percent premium to Zipcar's Friday closing price. The companies put the total value of the deal at approximately $500 million.

Zipcar Inc. has about 40.1 million outstanding shares, according to FactSet. It will become an Avis subsidiary and have headquarters in Boston Shares jumped more than 47 percent in premarket trading Monday.

The boards of both companies unanimously approved the buyout.

Avis anticipates $50 million to $70 million in annual savings. The Parsippany, N.J. company also expects the acquisition will add to its adjusted earnings per share in the second year after it is complete.

Avis said that it expects certain members of Zipcar management, including Chairman and CEO Scott Griffith and President and Chief Operating Officer Mark Norman, to help run its day-to-day operations.

If Zipcar shareholders approve the deal, it's expected to close in the spring.

Avis also maintained its 2012 adjusted earnings forecast Monday of about $2.35 to $2.45 per share on revenue of approximately $7.3 billion.

Analysts predict earnings of $2.42 per share on revenue of $7.3 billion.
